We previously wrote an article that addressed the issue of “Where Does Your Donation Go?”
Lately, we had a response asking for clarity.
I like that we are being asked for clarity. And in answering, I am addressing first the question that asked who handles the money and then asked for a specific example of how the money is spent.
So, Mr. Chappell, please bear with me while I address the issue of transparency first and then the issue of specific needs that DUO Dollars fund.
For transparency, I liken every donation we receive much like evidence in a case. And like every piece of evidence, every single donation follows a chain of custody for us.
Here is what I found explained on a criminal justice site: evidence must follow a chain of custody. Why? That ensures it is authentic, untampered, and admissible.
The same goes for every donation we receive. Every donation follows a chain of command for the same three reasons:
1. Authentic
The donation comes in. It comes in the mail through checks most often. It is DUO’s responsibility to make sure the check is authentic, that it is a valid donation to our organization. We put every donation into the Santa Rosa Credit Union into our checking account. We keep a tally of it because we need a minimum of $39,000 each year. That money needs to build for us to meet our goal and to ensure the work of our mission.
2. Untampered
Once in the bank, it stays there until DUO cards are given to each principal. The distribution occurs at this time of year, August, when school is starting. Along with the card, a guideline of what the DUO Board considers critical needs is also given to the principals. However, if a principal six months from now needs more money, then our President, Linda Sanborn, the face of DUO for our principals, goes to the bank, withdraws money for another DUO card, and presents the extra card to the principal who needed it.
3. Admissible
Admissible to us is the end of the year when principals give us a ledger and an impact statement stating how they used the funds and the amount used. Only the first name of the child with a last initial is included in the ledger to respect the child’s privacy. The DUO Board reviews the ledgers to understand what critical needs our children are experiencing and to ensure that the DUO Dollars are being used according to our guidelines that each principal receives in the fall with the DUO card distribution.
The criminal justice site goes on to explain: The chain of custody is the complete, documented record of every person who handled evidence, every place it was stored, and every action taken with it from the moment it was collected until it is presented in court.
The donated money goes through our chain of custody and is the complete documentation of the bank deposit, the DUO Cards purchased from the bank site and given to the principals, and every action taken with the DUO card from the moment the principal receives it to the end of the school year ledger that details every purchase, every item, for every child spent.
That is our chain of custody for donations.
Now here is where the money does NOT go:
The money does not go to any DUO Board Member. All members are volunteers.
The money does not go toward parties. Those are not critical. Fun, yes. But we stick to our mission that a need must be critical for the welfare of the child.
The money is not spent on school supplies. There are organizations that help with that problem.
The money is not spent on school lunches. There are churches that have helped generously with the cost of school lunches.
The money is not spent on non-critical items. There are organizations that help girls find prom dresses. There are organizations that help students with their homework. There are
organizations that help raise funds for tournament games in another county.
Where does the money go?
To any child with a critical need.
If a child is so cold that he cannot sleep and is exhausted when he comes to school, we help that child. The principal uses the DUO card to buy a blanket so that the child can stay warm at night.
If a child cannot see the board and the teacher discovers that the parents have glasses on layaway, but the child will not receive them for three or four months, that is a critical issue affecting the child’s learning. We help that child.
If a child’s family’s house has burned and everything the family has is lost, we help that child. The principal uses the DUO card to buy the child two or three sets of clothing until the parents can file insurance and purchase clothing.
Every dollar that is donated goes to helping a critical need. We define critical in needing an immediate solution so that the child is warm, is safe, is able to learn, is able to feel good about himself, is secure in knowing that his principal cares about him, is able to stay in school.
As I write this, I realize that I cannot give every example possible because each child faces a different critical need, it seems. Yes, we have bought shoes for children who only had sandals when the snow came. We bought lots of shoes. We have bought quite a few pair of eye glasses for children who needed glasses immediately so that they would not fall behind academically.
We feel that these critical needs that are met give the child confidence, making her feel secure at school. The child wants to be accepted. She wants to be part of the learning community with her friends.
We believe that DUO Dollars are critical in many children’s lives as they navigate through difficult home lives and financial hardships.
But can we always say what the DUO Dollars will be used for next time?
No. But we know that our Santa Rosa County principals and our school staff, who are our eyes and ears for these children’s needs, are caring and adamant themselves in keeping the chain of command and spending the DUO Dollars responsibly.
So yes, our DUO Dollars stay in Santa Rosa County, Florida.

Yes, our DUO Dollars support our students and strengthen the entire community.
